Town of Lyons Board of Trustee bi-monthly meetings in September 2024
ORDIANCES & PUBLIC HEARINGS
At the September 3 meeting:
the BOT continued the public hearing for the TEBO Annexation
Application to their October 7, 2024 meeting.
The BOT held three other public hearings.
NOTE: the Board approved (on 2nd reading) Ordinance 1167 for two
parcels at 4545 Ute Hwy and 4602 Highland Dr., both of which
have been used commercially for years; owner Stephen Tebo.
Future plans have been proposed that would include high-density
housing in the rear of the parcel.
They passed an Ordinance to Create a Minimum
Area Variance Process to Allow for the Subdivision of Lots
Recorded in March 1929.
The BOT also approved local historic designation of the Lyons
Depot Building, which already has state and national designation.
And they approved Ordinance 1172, to allow farmers markets as
a permitted use in the Commercial Areas.
RESOLUTIONS/CONSENT AGENDA
The BOT approved three items on consent at the September 3
meeting, including forming an ad-hoc wildfire mitigation

The September 16 meeting had five items on
consent including a construction agreement for pavement

GENERAL DISCUSSIONS:
September 9, 2024 Meeting:
NOISE RULES: the BOT discussed the
development agreement with Lyons Properties, for 501 W
Main St. The agreement allows for outdoor amplified sound
until 8 pm for up to 50 events per year. However, no brass
horns or electronic drum sets are allowed.
NOTE: This is also known as River Bend and Wee Casa Tiny Homes.
The owners wish to build a 6,000 sq. ft. venue structure for music.
They also requested an extended timeframe for camping, ten
additional Tiny Homes, and more.
===IGA TASKFORCE: The BOT expressed their gratitude for the work
of the IGA Taskforce. The next step is to set up a new timeline and
extension for an agreement with Boulder County.

===EV CHARGING STATIONS: BOT discussed a text amendment to the
zoning code to allow for EV Charging Stations in Parks and
Open Space zoning.
===ZONING of 4 LOTS: The BOT also directed staff to get input
from the boards and commissions regarding zoning of 4 Lyons
Valley Park Lots that were deeded to the Town.
===The BOT also discussed the town-owned, Apple Valley Water
Treatment Plant Property. Trustees were concerned about river access
and directed staff to look into an access easement should the
town sell the property and to enquire if Boulder County has
an interest in purchasing the property from the Town.

September 16, 2024 meeting,
==WATER SHARES: the BOT was asked to
consider $200,000 for cash in lieu of four shares of Colorado
Big Thompson (C-BT) water shares for four lots in Lyons
Valley Park, Filing No. 8. The BOT heard from the applicants
as well and directed staff to research current and recent
C-BT share pricing.
===PROPOSITION 123: The BOT also heard a staff and PCDC
update regarding Proposition 123, a state wide ballot measure
approved by the voters in November 2022 to support
affordable housing investment.
