Hi Folks,
I’m going to do something highly unusual… for my weekly letter, I am going to use pretty much the exact same words that I used in my “Government News” article because I feel that the public’s interest in lowering their property taxes is high priority, and I want to make sure you read this (as some people may avoid an article entitled “government news”)
As of 1p.m. on Wednesday, September 4th, Gov. Polis signed the new property tax Bill, based on the condition that the two November 2024 ballot initiatives be withdrawn by the coalition of business and conservative leaders, and a promise that they not run any more cutting measures for six years (as long as the legislature holds up its side of the bargain). The compromise Bill comes on top of earlier cuts that were passed in May as part of the same negotiations. This $255 million cut in property taxes is on top of the $1 billion cut signed into law in May
This is a complicated formula. While the new tax bill will give people with homes valued at around $650,000 a credit of $300 — the earlier temporary tax reduction voted on will expire; and the new rate that takes effect, will still increase taxes by more than $300 next tax year. If Initiative 108 had passed, it would have reduced it by around $500. BUT the argument was that all the cities and their services, and schools and fire departments would suffer a big loss… much less tax money to spend. The estimates were that they would lose funds in the billions (instead of millions, which will result from new law). Businesses /or non-residential properties will see a decrease of around 14%.
The even better news is that the two compromises also create protections for property owners against future dramatic increases to their tax bills, when a property’s value goes up.

WEATHER REPORT
We have been riding along with temperatures in the low 90s or high 80s for most of August. Normally Labor Day starts to bring temperatures down, signaled by the closing of public pools. But this week will still be a couple of degrees, more or less at 90. There is hope for rain soon, but Lyons doesn’t seem to get much these days… only a short rainfall maybe once a week. On Labor Day it was 93 degrees, and it felt like it! We had 24 days above or over normal (which is 86). Two days were at 100+ But surprisingly, we also had the coolest low of the summer on August 30, Friday morning, at 50 degrees. The prediction is for warmer and dryer weather in September.

A Stage 1 Fire Ban is now in effect for Lyons.
September 6 – DEADLINE for LCF GRANTS: Apply for financial grants to support the projects that make a difference in our community. This year LCF has $75,000 available to grant (up from $50K). They’ve also increased the maximum grant award to $7,000. Applications close on September 6, 2024

The Celebration of Life in memory of our friend and neighbor in Pinewood Springs, John Lorang, has been set for Sunday, October 13, 2024, at the Estes Valley Community Center (660 Community Drive, Estes Park, CO 80517) starting at 2:30 pm and continuing until approx. 5:30 pm. — Since the family is planning to provide food and drinks, they would like to have a general idea of how many will be attending. INFLATION LOW – In 2022 it was 9.1% in June, and this year in July 2024 it was 2.9. People thought the Feds would make an announcement this week about lower the interest rates, but I guess we have to wait. The 30 year fixed rate home interest rates have already fallen almost 1% since May!

PINEWOOD SPRINGS RESIDENTS – FIRE Emergency Warning – Fire chief Plank is developing a way that residents can be assured they will get emergency alerts thru a “weather radio” system. During a fire & high-wind event in April and again during a lightning event in August, there was a period of time where many Pinewood Springs residents had no power, no cellular service and no landline service. LONGMONT RECREATION CENTER: After a week-long maintenance closure, the Longmont Recreation Center located at 310 Quail Road is open and back in action! On-going maintenance work includes asphalt rehabilitation of the parking lot. During the partial main lot closure, you can also park in the lot north of the building and the lot north of the Longmont Museum.
PINEWOOD SP – NEW BUSINESS: Chris and Taylor Rose have now returned to their home in Pinewd, and as many of you might know, they also recently purchased the old gas station next to the Cherry Co. They plan to turn it into a sort of spiritual center/café. Congrats! They will get much support from the Pinewd. community! It will take months/years to get it all set up. Please be patient.
CROSSWALKS: The latest discussion on Lyons Happenings is how cars rarely stop to let pedestrians cross the street, even at cross walks, and at red lights! Residents have learned to not trust drivers, and to wait till they are certain the car has stopped. Plus we look both ways on ONE way streets! yup, it happens.
Mt. Blue Sky (formerly Mt Evans) is now closed for the next two years for road repairs! 5/31/26. The trails are still open. See their web site for details.

==Boulder County – Stage 2 is lifted, and the WESTERN part of the county is now under Stage 1 restrictions, which includes Lyons.

FORESTRY YARD – Nederland/Allenspark — people like to clean up the wood/tree refuse in the fall, and with the wildfire mitigation going on, it will increase this year. The good news is that the local county forestry yard is open till November 6th.— you can read the details on their web page — and we will have a full article with details in our next edition “for your convenience” (indicating changes this year, particularly to the use of BROWN PAPER BAGS).

COOKBOOK: “Cocina Libre” – it has local Denver area ties and is a timely subject matter. It recorded recipes and personal narratives from immigrants and refugees throughout the metro area.

Offered by the Town, In partnership with the Lyons Community Foundation, there will be food samples along with live music, including musical guests the D’Lovelies. LYONS HISTORY MUSEUM: (1) Reminder – the last day to visit our museum is Sunday, September 29th. It will then close for the winter season. You can still do urgent research by contacting the staff and making special arrangements. —————(2.) QUARRY EXHIBIT: I know some of you have been watching the “under construction” signs at the museum with anticipation, but —- We are sad to hear that another year will pass without the QUARRY EXHIBIT being presented to the public. We wish the staff luck and in figuring out a way to complete this grant-funded exhibit, which has been on standby for about 5 years now.
Lyons COMMUNITY ORCHARD Project “Fun event” – The activity in the park was reschedule to September 21, 12-3p.m. due to being cancelled after the wildfires. ===9/1/24 TENTATIVE ARRANGEMENTS: Glen Delman says: I have scheduled an apple cider pressing party for the orchard. I’ve been busy with work and trying to get things together again, so I haven’t put it on Facebook yet.———We will have a ukulele sing along, rock painting, apple cider pressing. We have a couple presses, so if anyone has another one that we can borrow for the day, that would be great. Also, people should collect apples to bring, as long as they are not moldy. Also, bring a drinking vessel and a container if they want to take some cider home. I will be having homemade ice cream. I’m still waiting to see if we have pies coming. Also, we will have butter and whipped cream making, so be sure to bring a small Ball Jar if you would like to join in that.

8/28/24 Governor Polis and the Colorado Creative Industries Division of the Colorado Office of Economic Development and International Trade (OEDIT) announced that 125 arts organizations across 33 Colorado counties have been awarded $909,000 in Colorado Creates Grants. From Montezuma to Morgan County, these grants will help organizations and communities create art and cultural activities by providing general operating support. Grantees receive funding for two years, totaling $1,818,000 in awards over the funding period. —– 14 of them are in Boulder County (which incl. two museums)

NEW COLORADO FILING LAW for Business: You may want to look into the new FinCEN registration program, if you own a business. All businesses need to file a report by January 1, 2025 (if you formed your business in Jan 1 2024, there are separate rules). What is beneficial ownership information? Beneficial ownership information refers to identifying information about the individuals who directly or indirectly own or control a company. In 2021, Congress passed the Corporate Transparency Act on a bipartisan basis. This law creates a new beneficial ownership information reporting requirement as part of the U.S. government’s efforts to make it harder for bad actors to hide or benefit from their ill-gotten gains through shell companies or other opaque ownership structures. FinCEN launched the BOI E-Filing website for reporting beneficial ownership information (https://boiefiling.fincen.gov) on January 1, 2024. –here is the Q&A page: BOI FILING

A new Indian food restaurant opened up this week in the space that was previously occupied by Farmer Girl (next to the new sports equipment store) on Main Street.

8/21/24 A federal judge struck down a Biden administration rule on Tuesday that banned employers from using noncompete agreements, which would have affected the contracts of millions of Americans. The judge said that the rule should have been more specific. – editor’s note: I did not like this ban because an employer could spend weeks or years training someone and giving them company secrets, and the next day they could quit and use all that either at another company, or a start up company.

Preventing seed spread. —- August 29, at Lavern J Park, 9 am. Meeting by the kids’ splash/shelter, continuing to weed along the riparian areas. BLUEBIRDS: The Mountain and Western bluebirds are starting to gather in preparation for migrating south. Putting out a birdbath or shallow pan of water will attract them to your yard for a drink. (Just don’t put it where neighborhood cats can prey on the.) A few residents have spotted them in their yard this week.

RATTLESNAKES: It seems like almost every week this summer someone posts on Lyons Happenings Facebook page that they have a rattlesnake in their yard, and want help in removing it. — Ian Taylor posted 8/16/24: I also just had the first rattlesnake I’ve ever had behind my home in TOL this week. I’ve lived in the same house for a long time, well over a decade and never had one in the yard ever. It was also a big one like yours. I wonder if the fires are moving them around more. ==== Dave Chase added: If you give it time, it will probably remove itself. We get them at our house occasionally. I let them be and usually they are gone relatively soon. COLORFUL SKIES: several people are posting glorious photos of the sky in the Lyons area on the Lyons Happenings Facebook page. It sure brightens our day!
OUR LOCAL YOUNG BEAR: There were 4 sightings of him in downtown area of Lyons on Monday, August 26. We had hoped the wildfires had scared him off, but no.
BEAR TAGS: The tags mean he has been relocated once already. One tag faces forward, and the other ear tag faces backwards. If he gets in trouble again, he will be put down. There’s only a 2 strike policy now with CPW, no longer a 3 strike policy. (per Robyn Sloan)
LIGHTS OUT LYONS – lovely weather in the 70s, with a little afternoon rain, and some thin clouds on Saturday evening but people were determined to make a wonderful evening out of it — appreciation of our sky… moon… stars – Julie Herz, chair, said: Thanks to everyone from the Town of Lyons, Parks & Recreation Commission, CU Boulder, Fiske Planetarium, and those who attended Lights Out Lyons Night at the library and Bohn Park. LIGHTS OUT PINEWOOD? – the town had a 1.5 hour power outage last Saturday, and they also lost all cell phone and land line connections (for all companies, including XBar and Century Link). There was a debate about “battery back up” and what laws may have been violated. It is advised that you write your service company with your specific complaints so that they have it on their records as to how many people are being affected by not being able to “phone out.”

Let’s start off the fall season with an overview of Colorado sports, and then I will leave it to you to follow what you want… although I will mention here any extraordinary team actions.
Broncos: After a successful two pre-season games, they are on their way to their first season game this Sunday, September 8. Bo Nicks is the starting quarterback. A new player has not done that since Peyton Manning did it decades ago. Everyone says he is very smart, a good leader, and team player. The owners/and coach have let go of several older players, and everyone is saying that it is now a Young Team, for better or worse.
Rockies baseball lose again now tied with Texas for worst record in NBL baseball; but that fluctuate between the two of them, with each game.
Coach Prime of CU is being given another chance by the public to prove what he claims. 4.8 million people watched the game on ESPN! They did poorly in the beginning of their first game, but still won, Buffalo vs Bison, 31 to 26. The Coach was not happy.
Colorado State team RAMS did worse: 52 vs 0. against the 4th ranking Longhorns.
GOLF: Denver’s Scotty Shepard has earned $62 million this year, with the last two games bringing in $28 million. Who says golf isn’t exciting?
Colorado School of Mines is #5 in the COUNTRY! They have a new quarter back.
