Town Board of Trustee March 20, 2023 meeting highlights
March 20, 2023, Lyons Board of Trustee Meeting:
PUBLIC HEARINGS:
- The BOT approved Ord. 1142, at the second reading, approving an increase in the local marijuana sales tax to 5%, up from the 3.5% . Per the voters, the BOT may increase the marijuana sales tax up to ten percent (10%) by ordinance, without the need for voter approval.
- A first reading to amend a section of the LMC to allow for an increase in the maximum capacity of customer owned generation of electricity to 25 kilowatts, up from 10 kilowatts.
- A first reading to approve a sale of town land at 2157 Apple Valley Rd.
STAFF REPORTS:
The finance update included the preliminary January Sales Tax receipts and expenses for the town for the first two months of the year.
The 2022 Annual Report is online under the Finance Department.
Backflow and cross connection control reports are complete as well notification that the testing
requirements for lead in the drinking water are now being tested every 3 years instead of annually.
Staff is working on ambient lighting along Main St, from a CDOT grant.
Clark’s Hardware is no longer interested in a lease buyout for the St Vrain Trail Extension.

RESOLUTONS & CONSENT
Ten items were approved on the consent agenda, including
==applying for three federal hazard mitigation grants along with the required local match, for undergrounding electric lines, fire mitigation planning and storm water mitigation.
==Other items approved include an agreement with CoCal for seasonal landscape services and an agreement with Denver Metro Security for seasonal services in the parks.
==The BOT also modified their meeting agenda and they approved the award of a Certified Local Government Grant for a historic context report for the town.
TRUSTEE UPDATES / Boards and Commissions
• Trustee Williams updated on historic preservation activities
• Trustee Delman stated that the PRC looking for town support for Dark Skies Initiative
• MPT Farrell said PCDC discussed Prop 123 deadlines and other affordable housing topics
• Trustee Elson reported a Tierra Resources update
WELCOME TO NEW MEMBERS: Linda Pecone was appointed to the Housing and Human
Services Commission. Edward Kean is the new Chair of Sustainable Futures Commission.

GENERAL TOPICS:
The BOT discussed a pavement rehabilitation project for town streets including Eagle Canyon Dr, Welch Dr, and a portion of McConnell Dr in front of the Lyons Middle/Senior High School.
3/6/23 BOT Meeting: The Board of Trustees also discussed the naming of the Town’s alleys. It was presented as a possible solution to help First Responders find the additional structure/homes or ADU’s facing alleys. But the discussion brought up a dozen things that tenants/or homeowners would have to change their address on. No decision was made.
3/6/23 BOT Meeting: The board voted to sign on to the Boulder County Solar Co-op.
Meeting minutes for the previous board meetings are posted in advance of the next BOT meeting for approval and also posted in the agenda center.
