Another week gone by..having computer problems, so this week’s column may be shorter than usual. Have a Happy Thanksgiving!

As for me, HELP! HELP! I especially would like to be replaced writing the Town of Lyons News..you can go to the meetings or on Zoom, and tell what they do. A younger person can hear them better. WE NEED TO KNOW THE TOWN NEWS..HELP! HELP! write Kathleen or LaVern for more details.

===CHRISTMAS BAZZAR NEWS===

(1.) Although COVID is still raging, as of now, they will still hold the Christmas Bazaar, with fewer tables and more space between them. However, anyone that is skiddish should Stay Home due to the danger, as there were 297 new cases yesterday, and the hospitals are nearly full. Take Care.

(2.) Due to the threat of COVID, The Lyons Historical Society will not have their booth or door prizes at the Christmas Bazaar, and will not sell raffle tickets — but will open the Museum gift shop and ask people to stop by, from 10-4 pm that Saturday (not Sunday). They will also hold their Bake Sale on the corner of 4th and Main, (NOT the Visitor Center) during the Lyons Parade, 6-8pm.

Next week Lyons starts its Christmas Holiday, with decorations; Holiday Bazaar,. at the Lyons Elementary Gym, Dec.4 & 5th from 10am-4pm; 60 vendors have signed up to display their wares. Wear your mask Stop by.

Due to COVID,. The Lyons Historical Society will not have their booth or door prizes at the bazaar, but will open the Gift Shop at the Lyons Redstone Museum Saturday Dec. 4th from 10am-4pm, for Christmas shopping..lots of nice gifts.

They will also hold their Bake & Candy Sale on the corner of 4h and Main, instead of at the Visitors’ Center. The Parade route has been changed from Western Gallery, 2nd Avenue, up Main to High Street, and down High to the Lyons Elementary School. Stop by.

Thanks to the River Church who has furnished cocoa and cookies during the PAST parade of which they are not going to do that this year. They would give the donations to the museum. We do thank them for doing so! Our Thanks.

COVID is still dangerous,…this week’s statistics: with 8 people in Boulder County dying today, 7 unvaccinated; 257 new cases, 34,208 total cases; 98 new hospitalizations, daily discharge-17; 306 total deaths, 811,812-total cases in Colorado, 9,178-deaths; 45,915- hospitalizations; 4,030,63-had 1 shot; 3,623,970-have had two shots. Therefore, we have to stay in, away from each other, safe distancing, wash hands, don’t catch it. Now they are trying to decide who should receive the hospital treatment.. the young or the “old” who don’t have many years left. Yes, it is scarey! total cases Lyons Middle\Sr School; 1-active student; 12 students quarantined; Those who are not vaccinated should wear masks.. Still wash hands and social distance. You can still get it, worse than ever, stay out of crowded areas, etc. TAKE CARE, GET VACCINATED, SAVE YOURSELF, AND YOUR OF FRIENDS!!

A discussion on a Creative District was held, with asking the town to furnish $18,000; Lauren Click and Jacquelyn Farrell are the officers of the Lyons Arts Commission; each entity would pay 1\3: Arts & Humanities, Town of Lyons, and Creative District. (watch my Town Trustee reports for more news)

FUN ACTIVITIES THE LYONS: Call: Lisa Ramsey. Go to: Lyons Recreation Department. Registration closes the day before the class or when filled, but ice skating fills up fast.

Z TRIP VOUCHER PROGRAM- To help those “in need” of transportation” == z-Trip vouchers are good any day of the week from 5 am to 7 pm. It is a year round program. Each ride must start or end in Lyons. Vouchers are good for travel to/from Boulder and Longmont but not between the two. Check with the Town for details= Lisa at 303 823 6622 x30 Register at lramsey@townoflyons.com

The Town is aware that some people are trying to cheat on the vouchers; don’t ruin it for everybody; be honest.

Diversion Day is to encourage residents to divert items from the trash, and will include scrap metal, block and hard flat Styrofoam.. thanks Lyons Volunteers .. It was a big success and took twice as long to collect it all! thank you.

TOWN ANNUAL REPORT: Look on the town web or pickup one of the 10 copies of the Annual Report, telling the accomplishments of the Town in the Year 2020. Interesting.

2021 RESIDENT PARKING PASS. The annual parking pass is valid January 1 – Dec 31. The parking passes are available to residents of Lyons (Utility billing customers only); one free resident parking pass per household; a second pass may be obtained for $40, and three or more $55.00 each. Golf carts are considered vehicles and the one free parking pass may be used for a golf cart. === NON-Lyons residents may purchase a season parking pass for $80.00 per vehicle. === The parking fee for 2021 is $2 per hour on weekdays and off season weekends, and $3 per hour on peak season weekends. Parking fees must be paid at the kiosks located throughout the park with a receipt to placed on the windshield. MEMORIALS: 11/21 At long last we are working on the Memorials that people have donated to the

Lyons Redstone Museum in honor of loved one who passed away. First done in 1992, we now have over 70 more that have donated to such. A plaque is being prepared in their honor to be up when the Museum opens the 1st of June. If you want to donate in honor of a loved one, send $50.00 for 50 words (or more, if you wish) for their name, dates, what they did, siblings, children, etc; and who from. Recent visitors at the Museum were Cheryl and John Lawrence of Livermore,Ca, the daughter of Eileen Mae (Lahti) Andrew and Mamie Lahti Archie-Clark. pioneers of Lyons. Her mother graduated from Lyons High School in 1946 and married Kenneth Averill of Longmont; She loved to dance and sing with her sister, Helen, who graduated in 1945, The family lived on 5th Avenue, and later in Boulder.,The father, Ken, was stung to death in September, 1984, by a swarm of bees, as a baseball hit the nest in a tree. The couple were visiting their old hometown (the Lahti house, the 2nd house on 5th Avenue, after you cross the bridge was swept away by the Flood of 2013; her uncle Kevin Averill and family and friends. Closed all last season in 2020, we are happy the museum was opened in 2021, with Masks, sanitizer, and social distancing. Thanks to the Museum team, Terri Weir, Monique Sawyer-Long; and part-time helpers Baiba Lennard, Brianna Hoyt, Emily Walker, and Kathleen Spring.

LYONS HISTORIC DISTRICT. We have 15 sandstone buildings as a Historic District; the Lyons Redstone Museum (1881 schoolhouse) is the depository of Lyons area history (open daily, June 1st to October 3). REMEMBER THE HISTORY OF LYONS, COLORADO and be proud of our Home Town!

Dan Kowalski recently took a walk up Lions Gulch Trailhead (located south of Highway 36 on way to Estes Park); and found a plaque honoring Sara Walker-other homesteads are Engert Laycook, Boren, Hill, Pierson Park, Griffith, Walker, Meadow Loop, Brown, Griffith, Irwin, Meyers and Sawmill Homestead; All the building are in poor repair.

In 2020, Although the Museum had to stay closed all last season, the Class of 1969 sponsored a sandstone Bench in honor of Mickey Hawkins, at the Museum, honoring the 50 years since his death; and the paving of the driveway with a sandstone Plaque; stating “Driveway by Western Stone and Roberts Landscaping Corp”. besides $8800 from COVID grants that helped us pay our bills. THE TOWN BOARD MET ON MONDAY, NOVEMBER 15th,

Consent Agenda 1. – a Resolution of the Town of Lyons, Colorado Approving a Professional Services Agreement with Precision Employment for HR Services

2. – a Resolution of the Town of Lyons Approving the Third Amendment of the Professional Services Agreement with N Line Electric, LLC

3.- a Resolution of the Town of Lyons, Colorado Approving a Lease Agreement between the Town of Lyons and Telluride Bluegrass Inc. for Use of LaVern Johnson Park for the 2022 Folks Festival

4. – a Resolution of the Town of Lyons, Colorado Approving a Lease Agreement between the Town of Lyons and Telluride Bluegrass for Use of LaVern Johnson Park for the 2022 Rockygrass Festival

(DISCUSSION WAS HELD ON HOW LYONS CHARGES FOR THE USE OF THE PARK; IF FOR ALL OF IT OR PARCHALL; AND IF TO INCREASE WHAT PLANET BLUE GRASS PAYS BY 10%. IT WAS FINALLY CONCLUDED TO DISCUSS RAISING ALL FEES FOR ALL THE 10%..NEXT MEETING.)

5. – a Resolution of the Town of Lyons, Colorado Ratifying the First Amendment to the Professional Services agreement with Northline GIS for Upgrading and Maintenance of GIS System

6 – a Resolution of the Town of Lyons, Colorado Approving the Second Amendment to the Professional Services Agreement with Murraysmith, Inc. for the 4 th Avenue Pedestrian Bridge, Trail Connections, and Street Improvements Project

7-. a Resolution of the Town of Lyons, Colorado Ratifying the Sixth Amendment to the Professional Services Agreement with Interwest Consulting Group, Inc. for Consulting Services – Professional Civil Engineering, 2018-Engineer

8. – a Resolution of the Town of Lyons, Colorado Approving a $46,000 in Retention Bonuses for Town Employees (WITH AN AMENDMENT BY HOLLI ROGEN, THEY VOTED TO GIVE $60,000 TO STAFF MEMBERS FOR THEIR EXTRA WORK DURING THE PANDEMIC.)

9. November Accounts Payable 10. November 1, 2021, BOT Meeting Minutes

Sheriff Crist report a public safety meeting on auto theft; the Graffiti at Bohn Park & 2nd Avenue Bridge; a Boulder County grant received for Mental Health;

A good attendance was held at the Library on “how to Run for the Board” hosted by Julie Van Domelon (past mayor of Lyons);

The County and Town will tour the proposed Hall Ranch Trail later;

Public hearing on the 2022 budget;

There were NO funds allocated for the Lyons Good Old Day, which is listed as June 25, 2022-A time for all Lyons Alumni and Class Reunions as well as past and president residents to meet each other in Lyons, with a Potluck at 1:00pm; games, Music and Alumni get-together. The Bench in honor of Mickey Hawkins will be dedicated on Friday., June 24th at the Museum; (funds need to be approved)

Loan have been paid off, with $150,000 available to loan to area businesses;

The future of the Depot was discussed; to use it for an office, art show; or advertise it; musicians, etc. The board is taking ideals; (see below for “history”)

A discussion was held on Lyons Urban Renewal Authority Gardrails;

A presentation on revamping the Hotel on Main Street will be held this week, with more meetings of follow;

Work on Longs Peak Avenue is progressing, with replacement of the sewer Line, connection to the water line and excavating the south and east sides of the road. The turnaround at the end has been having many questions.

New Public Art Installations (HeARTS of Lyons) were installed last week with Lyons artist, Jon Corson-Rikert

THE NOVEMBER BALLOT passed 66%,to 34%. to allow 1 acre for the Solar Garden, from all Lyons residents can “save on solar”. southwest of the Bohn Park. The Dirt Bike Park is pending:

PENDING:

The Lyons Sales Tax is up and doing well; all accounts doing well, with the Water showing a deficit due to paying a bond payment.

The Town will proceed to Annex the Martin Parcel;

OTHER active town business: :

A new grant from DOLA is available to businesses-see Brianna Hoyt; == this has ended===

ADU’s in town are encouraged. See the Building inspector, if you would like to change your
outbuilding into living quarters.

The Town has voted to receive the $2 million grant to put a trail from Lyons to the Foothills Junction, Matching funds are $152,000.

Several residents of Eagle Canyon protested CDOT using the land along Hwy for a tower. Although, now taken down, they surmise it will be put back up on CDOT land maybe across the road. It would not be on town property and the town are No Say; however, they are using the town’s electricity

New Resolutions passed were:

1 – Resolution awarding the Contract for the Welch Ct. Sewer and 1st Ave. Water Line Project for CGRS Corp;

2 – A long discussion was held on the ordinance to update the Town of Lyons Updating the Wireless Communications Facilities Section;

3 – that Boulder County Collaborate with the Town of Lyons to review connecting trails between Lyons Trails System and Heil Ranch Open Space via the Hatrock\Crona Hill Area;

4 – To ratify the IGA with CDOT for the St. Vrain Regional Trail Extension;

5 – Ratified the Fourth Amendment to the Professional Services Agreement with Anderson

6 – Consulting Engineers, Inc for Design Services for the Stormwater Improvements Project;

7 – A Resolution between the Town and the St.Vrain School District for Joint Use of Facilities;

8 – A Resolution ratifying the 15th amendment to the Construction Agreement with Walsh

9 – Construction for Bohn Park Phase II;109- Boulder County will collaborate with the Town of Lyons to Review Connecting trail Space via the Hatrock\Corona Hill area; Boulder County Open Space said they were willing to work with the town.

10 – The Town plans to talk to CDOT about replacing the crosswalks over 3rd & Main; and 3rd & .Broadway; and Miley Street;

11 – For the Stormwater improvements to Martinez Associates;

12 – Ratifying the DOLA Main Street Open form Business Grant;

13 – The staff reported that the land at the old Lyons Water Plant may become available for RV parking. Stay tuned..

14 – Approved services for the construction of the 4th Avenue Pedestrian Bridge, Trail connections and street improvements with Anderson Bridges, LLC;

15- With Clarion Associates for a Comprehensive Plan Update; (various organizations are being interviewed as to what the want to see in Lyons in 10 years-the next Comprehensive Plan update.-public meetings are to be held

16 – An Eastern Corridor Advisory Committee is to be formed;

PENDING: Trying to find the deed on the Lyons Valley Park Out Lot and Transfer of Warranty Deed to the town;

Chris Cope of the Lyons Parks and Recreation Commission asked the board to put 4-way stop signs on 2nd Avenue, where the Bohn Park and Waste Water Driveway intersect.After discussion they decided to “Wait and See”if there is a need”.

Future Projects: Depot-what to do with it; follow up with Mr Bell on outlots;

RV parking ordinance come into effect in November;

. The next meeting is Monday December 6 2021, at 7:00pm.

HISTORY OF THE LYONS DEPOT:

The Lyons Depot was built in 1894 with the Railroad to haul the Lyons sandstone throughout the United States; It was used until 1960, when trucks hauled the stone; it was in wreck and ruin; in fact we held a garage sale there in 1972; It was owned by an individual who was about to sell it and move it block by block to Colorado Springs; The Town bought it, and Bertha Ramey, the Savior, provided the last $500 to pay $5500.00 for it. Vaughn Carter was Mayor at the time. The Lyons Historical Society was formed to “save the depot” needing a tax-exempt status – Dorothy Paxton was President, Helen Kiessling, Mary & Don Colard, LaVern Johnson, and many more can be credited with saving it. It was on State Highway land and Railroad Land with a lawsuit over it being sold. It was restored for the Town Library by Jim Emerson and son, Pete and others, with a grant from the State Historical Society. It was used as a Library, crammed with books, until after the 2013 flood. Many books were wet and ruined. Mark Browning, new to town, took on the big job of moving the books. The Library then went to Main Street, and a vote for a Library District, failed at first; then thanks to Mark, it passed. Ellen Hine and Ann Trementozzi were the first librarians (in the Depot building).

GRANT/TAXES: The building was in very poor shape and was restored by a Grant from the State Historical Society with new roof, pointing of stone, etc. Part of the building is an old baggage car, which was used by Jim & Doris Gouge as a refreshment stand. It was dedicated to the town for a library annex in honor of their son, Jim, who died in an accident, while diving off a cliff.

It became the Lyons Regional Library, with a Property Tax of 5.6%; which pays for the Bond for the buildings as well as the Operations. We are very fortunate to have such a great library

LYONS PARKS & RECREATION COMMISSION MEETING

LYONS PARKS & RECREATION met Monday, November 8th, at 6pm.

The Lyons Parks & Recreation Commission met on Monday evening, with those present, Dave Cosgrove, Diector; LaVern Johnson, Honoray Member; Ian Brighton, Chair; Claudia Kean -Secretary; Chris Cope -Vice President; Mark Browning-town liaison; Julia Herz; Randy Pollard; Yelena Hughs , and Tom Delbert, who was named the new board member to replace Veronica Gaia. Tracy Sauders-of Flood Recovery gave an update on the 4th Ave Bridge with the bid going out in two weeks. It will be paid for by Safe Grants to School, and the CBDB. Discussion was held on the walkways, the width of the trail, and sidewalks.

Park Operations–The Town is taking care of maintenance;

Park Projects

Work on Black Bear Hole, 2nd Ave Trailhead, and installation of water rescue stations;

Safe Routes to School is for Ped. Bridge is ready to go out to bid.;

Report on Halloween-games for kids; parade; trick or treating for kids and Rave to the Grave-LaVern’s Park.

Light-Out-Lyons Grant-applied to LCF with two events in 2022;

Long Term-Assessment Transition Plan (ADA Survey)

10 year amnesty program for residents with public sidewalk

Short term:

Clearly sign and map pathways allowing golf carts and pathways prohibiting golf cart

Enforce sidewalk blockage with code compliance officer

Oct/Nov hole user conflicts (open gates for Kaykers)

4th Ave Ped Bridge update-to go to bid soon

Rec center sub committee proposal====(The group is going to look into the feasibility of a Recreation center, as to a location, its use for gym, programs, fitness, meeting rooms, etc.- at the cost of building such a Center which is estimated to from $12-15 million, and being able to operate it with memberships and attendance to support itself; encourage and support a recreation center in the north part of Longmont; to get more use of the Lyons schools -gyms, fields, etc. for Lyons recreation (e-mail if you are interested in being on the committee.ianbrighton@mail.com

LAST MEETNG: 1.- BUDGET ITEMS WERE PRIORITIZED: were: 1. St, Vrain Trail with a $2 million grant with $152,000 Matching funds; 2-Martin Acres; 3-Bike Park repair; 4-Bohn Park-Phase III with lights; 5-Street light screening, 6-small dog park;

3-The Commssion emphasized a 4-way stop

Community Events-The grant has been received for Lyons Night out; All went well with the parade and Rave to the Grave; and the Christmas Parade and Fireworks will be held on Sat. Dec.4th after the parade.;

The Jump Doctors Bike Park is moving along

Boulder County Open Space meeting is agreeable for the Corona Hill Trail to the Hall Ranch Trail, as well as a Trail up to the L”; The Town has voted to annex the Martin Parcel ; The St.Vrain Greenway Trail to Longmont is slowly proceeding, with a grant approved.

Role of Commissions and Boards as public liaison was delayed until next meeting.

Our thanks to Ian Brighton who resigned as Chair of the Commission. Two new members are needed on the Parks & Recreation Commission.. pick up an application at the Town Hall. They meet the 2nd Monday of each month at 6:00pm.

The next Parks and Rec, Commission meeting will be on Monday, December 12 at 6:00pm.

NEW HOTEL: A good crowd attended the Presentation of the new 80 room hotel last Friday at the Library, where 80 rooms will be built, with 25 parking spaces close by and the town furnishing land for other parking. a surprise that it was so big.. many voiced their opinion “It is too Big!”; Others; said “If they have the millions, let them spend in Lyons. then people won’t have to room out-of-town. They will be making presentations to the Town Board. Stay Tuned.

Delores LaFollette toured her old family home in LaFollette, Tenn.

Jesse Fisher has concluded his nine months of the rail Conservation Corps.

Museum Visitor: Eric Nelson of Corrales, New Mexico, called for information about Charles P. Swift. He found on the Web that Mr.Swift had served on the same ship during WWII has his father. He is trying to find Swift’s son, Dolph in Estes Park and Phil in Wickenberg, Arizona to find out if that is true..that was in 1941. Very interesting.

OBITUARY:

We recently learned of the death of Willard Scott (Scotty) Hartnagle, of San Angelos, Texas from diabetes complications;

He was 63 years old. Scott was born July 4, 1958 to Willard and Jackie Morris) in Longmont/ He graduated from Longmont High School in 1976. He attended Lamar Community College where he was on the rodeo team, and was Little Britches World Champion Calf Roper; he and Doug Overfelt were roping partners, and participated in the High School National Finals. He was in a student double in several western movies filmed in Del Rio, Texas, He loved the game of golf. He grew up at the Longmont Livestock Sales Yard and began auctioneering at the age of eight. He continued his auctioneering along with his dad in San Angelo. Texas until his passing.

Scott was a strong Christian, and involved in the Tree of Life Church/. He was assistant basketball coach . He is survived by his children, Heath Harntagle, Nicole (Andy) Bordelon of Prescott Valley. grand children and survived by his parents Willard and Jackie (Morris) Hartnagle, San Angelo, Texas, his sister, Kathy Jo Hartnagle, Las Cruces, New Mexico, and other family. He was preceded in death by his grandparents Robert and Ruth Hartnagle, Charlie and Beryl Morris, A celebration of Life was held on July 28th at the Celebration Church in San Angelo, Texas. Obituary – Russel Perdue. See the full OBIT and history. — Yes, he is an oldtimer..the son of Leo and Gladys Perdue. The Perdues built the house on the corner of Hwy 36 & Noland Road, big two story house: Margaret, Gene, Russell, Cleatis, Vicky, and Bonny. Russell went to school in Lyons ..he did not graduate, was in the class of and big pals of Mike Sanford and Herb McConnell in 1955; He worked in the timber with his dad.and married Robin. All are deceased, except maybe Vicky, who married a Hirschfeld-they divorced (the mother of the Richard, Larry, and Bonny). Gene lived in Encampment, WY; Russell in Wyoming, Cleatis (she is deceased) married Jim Bradshaw (he lives in Longmont)

HOME FOR THE HOLIDAY: Hia Kasser /Greenberg –and– Cody Wilder to graduate a- 5 years of the Master of Divinity.

This is the 20th Anniversary of the Broncos Stadium.
