Another week gone by, a nice rain, some snow in higher altitude. It will help the grass to be green. Notice all the flowers and trees blooming. Spring is here!
MAY IS HISTORY MONTH: Let’s remember the history of our town, Lyons, Colorado. (small but mighty) filled with friendly folks-many came years ago and stayed (Pioneers); others came because of our small school and their grandparents followed; others came to work in the quarries; tourism, many drive to work; others came because we are a small town. (See this week’s “History Museum Open” article for more details)
A BIRD got in the tall chimney at the Museum, flittering and scratching around in there with the burner on..(We thought it might be a squirrel) By the time we got help, he had died..Cost $100! Strange things happen!
COVID is still dangerous, but down with 16 new cases today in Boulder County, making 23,520 total cases in the county; 810-hospitalizations; daily hospitalizations-22; total deaths 257; 38.8% new cases per 100,000 people in past 7 days; 55,6% have received a full course of vaccine; 66.4% have received at least one vaccine shot; There are 3.908.2 cases per 100,000 in Lyons; 1 student case in Lyons Middle\Senior High; so still have to be careful (stay in-social distance, wear masks.)

Saturday, MAY 15TH – 6:30 – Senior Parade; Over 20 cars were in the Seniors caravan lead by the big truck of Brian Roberts’ with lots of spectators, very enjoyable.
The Prom and After Prom were held Sat. night at the High School, from 7:30-Prom –10:00PM- for Juniors & Seniors and their guests. Themed “A night under the stars 2021”, except it was rainy so was inside. Large gifts were passed out. Sammie Christy and Charlie Gau were crowned King and Queen. The Court was: Sierra Andresen, Sammie Christy, Avery Joy, Jazmine Stokes, Hannah Thomas, Camden Adams, Peter Brent, Charlie Gau, Simon Richardson, and Luis Vasquez

WINTER READING: == I am now reading “History of the Lyons and area Sandstone Quarries, with quarrying started in 1859 and still going strong. Sold first for sidewalks; the rubble crushed for roads; then buildings and monuments, etc. etc. A great history. The Loukonen’s are the oldest quarry company; then Ohline’s (Art Ohline); who have been quarrying for years. then Spragues, now Loukonen’s & Vasquez. Lyons sandstone is the hardest and more workable, formed in layers. small and big layers. When you think of where all the sandstone is throughout the world..Chris Jenkins is credited with making the first Stone Cutter and Dub Fitts for various saws and blades to make the rock cut easier and more even. Free COVID TESTING will continue to be offered on Fridays from 1:30-3:00 at Latter Day Saints Church, 2nd Avenue, Lyons, Co, Holidays. Many Lyons folks are getting tested, around 175 each Friday. Hundreds of people throughout the State are being tested, to be sure they don’t give it to their family. (This gives assurance if you have the Virus infection you can be more careful with those near you; A lot of people have the infection and don’t know it, thus it spreads.. “Staying in” seems to be the answer.)

LYONS DIG DAYS (Dandy Lyons) are held the first Friday of each month-a local group of volunteers working to help keep our parks and our people healthy and pulling weeds. Meet by the zipline in LaVern Johnson Park, on May 7th, June 4th, July 2nd, and Aug. 6th; Bring weeding knife, gloves, cup for coffee; Held outside with social distancing and masks; The day will start with a brief weed ID and directions; then weed a couple of hours, then coffee. GO COLORADO has announced that the Town of Lyons has be awarded a grant for $282,003 that will go toward restoring the St. Vrain River corridor. The grant will focus on the river’s Black Bear Hole access point by providing more parking spaces and a new trailhead at 2nd Avenue..Our congratulations!

TOWN OF LYONS NEWS:
==GO COLORADO has announced that the Town of Lyons has been awarded a grant for $282,003 that will go toward restoring the St. Vrain River corridor. The grant will focus on the river’s Black Bear Hole access point by providing more parking spaces and a new trailhead at 2nd Avenue and restrooms…Our congratulations!

==Town is working to gather data to send to CWCB to determine if a LOMR (Letter of Map Revision) will need to be filed to update floodplain mapping.
PEDESTRIAN BRIDGE Two presentations were held in May on the Design of the pedestrian bridge to be built across the River at 4th and Evans, so people can get to the Confluence area. Safe School routes and FEMA will pay for the construction of said bridge, being 8 feet wide with walking and bike path and 120 feel long. The job will go out to bid soon, and finished in 2022.

The LYONS TOWN BOARD – on Zoom Monday, May 17th; with the following:
1. Still pending – the Lyons Den hearing was continued until after the State liquor license hearing concludes.
2 Summit development has delivered a 100 page proposal to the board and all agencies to review. They plan to start on the 47 units by the first of July.
4. Spraying Weeds will be controlled..a joint meeting between the ecology board and the Parks & Rec Commission will be held to settle on the safety of weed spraying for toxic weeds that are too hard and plentiful to pull. Volunteers of all ages will be needed to pull weeds around Lyons streets. Contact Dave Cosgrove this spring. 823 8250
5. Progress is being made on the addition to Aspen Lodge for a Bar and Restaurant
6. Eric Kean will open his brewery this Friday, May 21st, with brewing, packaging, and sales, in the Old Fork building.

7, Mary Magdaline is looking for a place for her mural on the Arapahoe Indians in this area;

9.. Good progress is being made on the Second Avenue bridge. Work is progressing along with Rocksol Consulting Group for Construction and Interwest Consulting Group for Consulting Services for Professional Civil Engineering; Should open in May. Folks are wanting 2 four-way stops, sidewalks, walking lane, etc. from the Parking lot into the park
10. The town has joined the State for winter tourism, and accepted the a Go-Co grant $282,903 for the 2nd avenue parking, restrooms, work in Bohn Park, and more camping in the LaVern Park;
11. Longmont is putting cell towers all along Hwy 36 to Estes Park; there have been some protests.
12. Approved new wording in the Historic Preservation Ordnance;
13. New construction is being planned east of Lyons-a 2nd story building for Spirit Hounds and Brewery, a building for Marihuana.
14. Discounted Dog Licenses are available during April..Every dog has to be licensed & have a rabies shot.
The Park & Rec Commission is looking into putting a small dog park , where the small dogs can run and play on their own, have water and a shelter..They need funds for water and shelter. Folks that use the Dog park continually are asked to donate to the cause so it can happen sooner..send donations to Box 49 Lyons,
15: Congratulations to Dave Cosgrove who is celebrating his 20th year of working for the Town of Lyons, first as Recreation director and now head of Public works..Our Congratulations.
16. Announced UNDER AUDIENCE: The Lyons Redstone Museum will open June 1st and be open daily thru Oct. 3rd, going by Social distancing and wearing a mask..Folks are invited to Stop by. Family gatherings are welcome,where visitors can go to another room..Due to COVID the museum was not allowed to open all last summer, new displays have been set up, projects have progressed.
17. Approved Anderson Consulting Engineers, Inc for Design Services for the Stormwater Improvements Project;
18. $73,000 in “No interest” loans thru the town are still available for businesses.
19. Signed a resolution with Boulder County, and the RTD for the EcoPass Program; .

If a Water tap is available and the cost; , and etc. (which would be located on west of Hwy 7, south of S. Evans Street;)
(From the flood the Town had 21 shares and have 6 shares left )
27. The flooded house of 401 2nd Avenue, whose building permit has expired is on the agenda at the June 7th board meeting. The house was flooded in 2013; FEMA stated how much money they would pay to get it liveable; but the owner could not find a contractor to do the work at that price; At the time, it was declared it was not in the flood plain.
28. Utilities at 349 Main Street, who are in arrears. (group phone calls have been happening)
29.. Discussed the sale of the town-owned Apple Valley Water Treatment Plant, Town Administrator Simonsen stated she had contacted 4 realtors for their proposal..
30. Discussed the Lodging Tax being collected by the Town-on-town owned properties.
31.. Passed a resolution awarding the construction for the Lyons Valley River Park Water Quality improvement Project with Ecoresource Solutions, Inc.;
32: Had a long discussion on the Martin property, which was given to the Town by the County: What to do with it? Can they drive to it down 69E; where can they park? etc. They are waiting for a report from the County;
33. Discussed the legality of the McCain property on the corner of 431 4th Avenue, whether it is zoned commercial, if McCain’s business is legal, etc. (This came about due to the Bridge to be installed to the confluence area) , as a sidewalk and bike path is planned for the west side of 4th Avenue
PENDING: Negotiations by the Town and Ditch Companies for the trail down Hwy 36. The Town agreed to accept the grants available for the matching funds of 12% and 13% on the grants available for the St. Vrain Corridor Regional Trail, going east of McConnell Drive, on past the eastern corridor and meet the Longmont’s Greenway Trail. on Highway 36, which the board passed to accept. Mayor Angelo challenged the staff to find more funds instead of using the funds now budgeted for in-town road work.
PROJECTS: Redoing the NE corner of 4th and Main includes more businesses on the first floor and adding 7 rental units on the 2nd floor. Check trail by Cemetery, Honeywell Legal action, Historic Preservation Committee to meet with Planning Commission
PLANET BLUEGRASS: and the Town of Lyons have come to an agreement for use of town property, for camping and parking, etc. Approving a lease of town-owned property with Telluride Bluegrass for the 2021 Rocky grass Festival; resolution of the lease 2021-48 folks festival. to be concluded with an Executive meeting.
The Town Committee stated that Planet and the Town had their first Agreement in 1999; with a lot
of issues solved: 1. Academy & Songschool camping – 2. Festival camping — 3. Gross sales/Sales Tax reporting Other agreement provisions , such as Minor and Major Events (festivals)). ………………………………………………………………..

LYONS PARKS & RECREATION COMMISSION MEETING
LYONS PARKS & RECREATION COMMISSION met on Monday, May 10th at 6pm
Annual Ped Improvement Project List Community Events -Spraying-As of now, three plots will be sprayed (where the soil is hard and weeds plentiful); given on:
a.The completion of Bohn Park Phase 2 will is ready for ballgames-KIDS ARE FINALLY PLAYING ON THE FIELDS..THANKS TO ALL!
b. Lyons Valley River Park is being completed.with stream bank stabilization.;
c.The 2nd Avenue Bridge is progressing and will be completed in May, (2nd Avenue is closed until May; with the use of the trail along the river available.
d.The 4th Avenue Pedestrian Bridge Design is upcoming (The bridge will be paid for thru FEMA and Safe Schools grant with work on the design) A Public Hearing will be held on the Design.
e. .The Town has agreed to two grants for the St. Vrain Trail east of town. The town leases the land at the back to: of Blue Mountain Stone, Spirit Hounds, and Clark’s Hardware the trail has to go thru, as well as over 3 or 4 ditches-the town met with Highland Ditch Co. this week and are trying to come to an agreement with the Ditch companies as well as the Northern Colorado.Water District. Two grants for this Trail are pending and will be an advantage to all..the businesses on the Eastern corridor; bikers, and hikers to get off the highway and to safety; and will meet with St. Vrain Greenway Trail coming west from Longmont.; The town will pay the matching funds of 12% and 13% if all agreements can be made.
Negotiations with Ray Mees of Ray’s River Rentals have been made to operate the Concession stand at LaVern Johnson Park, with tube rentals, charcoal, fluid, sunscreen, bug spray, river tubing shoes, life vests, camp games photography, prepacked food items and drink. It will operate daily from 10:am to 6:00pm, and definitely on weekends, maybe longer.with a safety video required to view, which will go to the Board of Trustees;
There will be a flat rate rental fee, with the town getting sales tax on all rentals and sales. They will have 50 single and 15 double tubes; Hours will 10-6 daily, and will operate the stand on a flat fee, with percentage next year.
Discussion was held on creating a park for small dogs, who will have their pond, water, shelter, and be fenced off, so dogs and owners will be safe from the big dogs.
The 10 acres south of the Dog Park may be used for bike trails, with a practice loop for skills, with a proposal for the area, with a side trail at the south 10 acres for a 6 foot wide trail half way to Ledge Ditch;
The water Rescue units will be installed before high water comes;
Trees have been planted in multi-purpose area in Bohn Park and at the Library, along Main Street, a total of 12-14 new trees;
Walsh Construction has finished the storage area for softball and baseball..Games are returning to Lyons after eight years since the flood.
The Ponds water quality proposals for Aeration or nanobubble technology are being reviewed, with an estimated cost of $42,000;
DUE TO COVID THERE WILL BE NO GOOD OLD DAYS:; as no money was put in the budget; however, there is grant money for an Artisan Fair scheduled for June 12th, 9-3pm; Send in $40.00 to be a Vendor. (lyonscolorado.com/2021Market) Each vendor is to get a Sales Tax License and report and pay the taxes from the event. It will be held in Bohn Park. Stay tuned;

TRASH IN PARKS: Everyone is asked to take a trash bag with you when you go into the Parks and pickup over the busy weekends.
100 volunteers showed up May 1st for Earth Day to pick up trash Our thanks!

Volunteers planted trees and did repairs; Volunteers are needed to clean up on Holidays, after the weekends, and all during summer.
There is still vandalism in our beautiful parks; if you see cars driving in the parks in the evening take their licenses; Security cameras are recommended. The last is tearing the handles off the towel, faucets,etc., as well as smearing soap all over.

He was well known in Lyons, as custodian of the Lyons Elementary School for many years. He was a certified clown, bringing joy to all He was the son of EE & Millie Simkins, brother to Everett and Dorlene. OBITUARY: ROY ALBERT HERVEY
Age 89, passed away May 6th in Longmont. He was born to Albert and Francis Hervey, and graduated from Longmont High School in 1948; and joined the US Navy, He married Barbara Hester and had 4 children; and later in 1987 he married Ramona Cushman.1987, He enjoyed barbecuing and square dancing. He is survived by his wife Ramona and her three daughters; and his children, as well as many grand and great grandchildren, and his sister, Shirley Richendifer Sides. He was proceeded in death by brothers Bill and Bob and sister, Betty Leonard. Cremation has been completed. No public services to be held.

OBITUARY – PAMELA SUE PFEIFER CROSS
Pamela Sue Pfeifer Cross, 67, of Rogers went to be with her lord on April 25, 2021.She was born December 7th, 1953 in Loveland, Colorado to Vitus and Dorothy Pfeifer. Pam was an active cheerleader at Lyons high school. After moving to Northwest Arkansas in the late 1970’s, she honed in on her skill of becoming a seamstress. She designed many elaborate creations, including making costumes for photographers in Eureka Springs. Pam was a lover of nature, words and music. She married
Jack Cross on August 17th, 1997. She was a wonderful cook, wife, mother, daughter, sister, grandmother and friend. She is survived by her husband, Jack Cross; two daughters, Jill Boyd and husband Joe of Springdale . and Katy Mustion of Bella Vista; three sisters, Sharon Eliasen and husband Dan of Berthoud, Colorado, Phyllis Stewart and husband Norman of Arkansas City, Kansas, and Jacqueline Pfeifer Wolf and husband Greg of Loveland, Colorado; three grandchildren, Jesse Hice, Evan Boyd and Kyla Mustion; one great grandchild, Rowan Hice. She was preceded in death by her parents, Vitus and Dorothy Pfeifer and one infant daughter,
Alesha Birmingham.
