UPDATES - January 1 to April 1, 2021
Activated:
- Historic Preservation Commission (see below for Goals)
- Citizen’s Budget Advisory Committee. The CBAC serves to provide independent review and recommendations of the annual budgets, both operating and capital, to the Board of Trustees. It has two members and three more are sought. It is a committee and, therefore, does not have a page in this report.
Economic Vitality Commission
Chair: Paul Dreyer ==== new chair
Goals: REVISED March 2021: High priority goals include being of support for the Town Comp Plan, and creating a user friendly resource guide for potential new or expanding businesses.
Historic Preservation Commission (commission activated October 2020)
Goals: REVISED January 2021
1. Create a heritage walking tour focused mainly on the business district in Lyons, both for tourism and Lyons locals who would enjoy learning more about the town.
2. The HPC is in conversation with Dr. Sarah Payne, a professor at CSU, who may be able to work with the Town to manage a cultural resource survey of Lyons as a service learning project with her students. This would allow the HPC to better designate a Historic District or Landmark Properties when the time comes.
3. The HPC has created the first draft of the Historic Preservation Ordinance. It will conduct workshops before it is made formal.

Accomplishments: Some things we have done include having a voting member act as a liaison to a committee focused on teen vaping in order to gain knowledge on what can be done to address this issue. Another way the commission has been using its time is by speaking with the Board of Trustees to find ways to get young adults more engaged in the community. This has been addressed by looking at lowering the voting age on some issues the town votes on.
Updated January 2021: The commission has addressed issues, such as vaping, pesticides, the town voting age, Mcconnell ponds, covid, and racial justice, and provided the town with the student perspective.
Goals: We are looking into the herbicides issue to see if we can offer any form of help.
Updated January 2021: In the course of 2021, the commission plans to continue our discussion on the algae blooms in the McConnell ponds, educate the elementary school on the dangers of vaping, learn as a board of environmental issues with CEMEX, create platforms for discussion between students and the police force to have a productive and safe conversation, and continue to follow current events in Lyons and give students viewpoints on these issues.
Sustainability Futures Commission
Added to Goals, March 21: We intend to collaborate with other town commissions to investigate a solar garden and a fast-charging station for electric vehicles, and how those projects impact our electric utility and contract with MEAN.
Utilities and Engineering Board

Utilities and Engineering Board: (description) The Lyons Utilities and Engineering Board (UEB) is an advisory committee to the Board of Trustees and works with the Utilities and Engineering Director to review and make recommendations to the Town regarding utility rates, capital projects and other matters related to the Town utilities and engineering projects.
2020 Activities/Accomplishments/Issues:
- Developed wastewater pretreatment and == Net Metering policy. == Street Light municipal code == customer responsibilities of the electric line== Proposed a solar farm == advise on wastewater treatment plant * move to a CDPHE general permit *pursue rerating of WWTP capacity * need for additional blower motors* advised on Honeywell negotiations. ==Began reviewing the Town’s Graphical Information System (GIS) in regards to utility planning.
Plans for 2021 = Work on: 1. Electric Utility 2. Water Utility 3. Wastewater Utility 4. Stormwater
Develop an integrated Five-Year Capital Improvement Plan based on findings outlined above along with road work being accomplished under the General Fund for all of the various utilities.
