HAPPY EASTER-  We hope everyone had a nice Easter..it was a lovely day, and the end of the Spring Break, and celebrating the COVID Vaccine..there is hope.

We all said our prayers for the 10 that lost their lives at King Soopers, and sent condolences to their families and to Tom and Marge Whittington, former residents of Lyons, and now lives in Berthoud, at the loss of their daughter, Terri Leiker.

HISTORIC FARM:  We are proud that the Donald Montgomery farm east of Lyons has been purchased by the City of Longmont as a Historic Farm, which consists of 19.6 acres and sold for $930,000.  The property is located south of the Longmont Water Treatment Plant and large storage tank. The property will provide a security buffer to the treatment plant north of Colorado hwy. 66.  The property was designated as a historic site in 2003, and includes seven historic farm structures, including the historic 2-story house.   It is under the Boulder County Historic Preservation Board who has to approve any alterations, repairs or alterations. The City has agreed to preserve in perpetuity the name “Montgomery Farm” and erect a sign visible from Ute Highway noting the historical designation of the property.

The farm was purchased by Robert Bruce Montgomery (10\28\1848 – 7\29\1924), who in 1867 at the age of 19 started across the plains for Colorado with a mule team walking most of the way.  He reached Boulder in 41 days  and bought the 80 acres east of Lyons.  In 1879 he married Cara Chapman, the daughter of Joshua Chapman.  Clara came to Colorado in a covered wagon with her parents in 1863 at one year old.  Her parent had a farm south of McCall Lake.  They gave the land for the Montgomery School in 1869, which operated for the children in that area until around 1900. 

Robert and Clara were longtime members of the Methodist Church, the Odd Fellows and Rebekah Lodges.  They raised grain and livestock and had a large orchard with 400 apple trees at one time.  They had nine children, two of which lived on the farm for many years- Charles Edwin (1894-1975) and his sister Ruth (1897-1990). They subdivided the farm into three small acreages for family members. .  

One of their sons, Donald Montgomery, who passed away a couple of years ago, lived on the property after Charley and Ruth. It is nice the Montgomery Farm will be preserved as perpetuity.

DANCING-Registration for the second session of 6-week Dance lessons held from April 12th to May 21st, with an outdoor show on May 22nd. Defined Motion started again on Feb. 22nd. Lyons Dance Studio All safety measures and social distancing are being used.

NO PLASTIC BAGS IN RECYCLE BINS – Sort recyclable materials; curbside compost collection now offered.
 
THIS SPRING BRINGS: Skateboarding at the new skatepark, Mountain biking at the dirt bike park and on local trails, and ongoing fitness classes at Lavern Johnson Park, are part of the action this spring. Summer camp is available; Seniors have Wednesday walk. Go to: Lyons Recreation Department. More programs are coming in the next few weeks.
 

WORK FOR LYONS STUDENTS- Ages 14-17 are invited to work for Boulder County Youth Corps this summer, starting, June 14th with $12.32 an hour.  The students will make trails, do maintenance, pull weeds, fencing,  etc. There are also jobs for Team Leaders, and Assistants. go to boco.org.Boulder

RECREATION TEACHERS NEEDED:  If you have an idea and skills to teach an outdoor class, contact Lisa Ramsey at lramsey@townoflyons.com for more information.  Teachers are needed.

2021 RESIDENT PARKING PASS.  The parking passes are available to residents of Lyons (Utility billing customers only); one free resident parking pass per household; a second pass may be obtained for $40, and three or more $55.00 each.  Golf cards are considered vehicles and the one free parking pass may be used for a golf cart.

Lyons residents may purchase a season parking pass for $80.00 per vehicle. The parking fee for 2021 is $1 per house on weekdays and off season weekends, and $3 per hour on peak season weekends.  Parking fees can be paid at the kiosks located throughout the park with a receipt to placed on the windshield. NEED ASSISTANCE:  Lyons volunteers may assist those who need help shoveling their sidewalks.  at www.lyonsvolunteers.org

CALL 303 441 4444 -The Sheriff’s Dept, if you notice anything amiss around your home or cars..A few hints can find them..such as a receipt, etc. as “Someone” is still breaking into cars, as well as stealing them & motorcycles.  LOCK YOUR CARS, GARAGES, HOUSES, ETC.:  Do not get careless..many thieves make their living that way! WINTER READING: ==I recommend you read “Mountain Memories” by Lorna Knowlton-the History of the South St.Vrain-Raymond, Riverside, Allenspark, Wild Basin, and etc. written in 1989..Very informational.
==Read Franciza Stein’s book “Chopin thru the Window” Sold at the Lyons Redstone Museum for $25.00 303 823 5271. You will enjoy this story. They sold the Black Bear Inn to Hans & Analais Wyppler from Austria; operated a restaurant in Longmont; then back to Germany, celebrating their 50th wedding anniversary; Georg passed away and Franciska came back to America. Free COVID TESTING will continue to be offered on Fridays from 1:30-3:00 at Latter Day Saints Church, 2nd Avenue, Lyons, Co, Holidays.  Many Lyons folks are getting tested, around 175 each Friday. Hundreds of people throughout the State are  being tested, to be sure they don’t give it to their family.  (This gives assurance if you have the Virus infection you can be more careful with those near you;  A lot of people have the  infection and don’t know it, thus it spreads.. “Staying in” seems to be the answer.)

LYONS DIG DAYS (Dandy Lyons) are held the first Friday of each month-a local group of volunteers working to help keep our parks and our people healthy. Meet by the zipline in LaVern Johnson Park, on May 7th, June 4rh, July 2nd, and Aug. 6th; Bring weeding knife, gloves, cup for coffee; Held outside with social distancing and masks; The day will start with a brief weed ID and directions; then weed a couple of hours, then coffee. GO COLORADO has announced that the Town of Lyons has be awarded a grant for $282,003 that will go toward restoring the St. Vrain River corridor. The grant will focus on the river’s Black Bear Hole access point by providing more parking spaces and a new trailhead at 2nd Avenue..Our congratulations!

The Town provides a place for Recycling and Compost Collection Garden in a Box– Includes 14-30 starter plants for each garden. Prices range from $111 to $161 depending on the number of plants and square feet. The gardens go on sale March 1 and will be available at mid-May.

COVID-19 NEWS

VACCINE: Call King Soopers-COVID,  Many folks are receiving shots of vaccine daily even driving to Fort Collins and Denver, 42,000 Senior have had their first shot; with responders, hospitals,  those from 16 up next; You have to call in to get in line, some have had both shots.  Call BouldercountyCOVID19, to make reservations.  

COVID-Today-April 6th has  76 new cases today-Tuesday, no deaths; 706 are in hospitals due to COVID’ with  a total of 21,624 cases in the county and 626 currently hospitalized  The number of deaths remains at 246;  Boulder County reports that 54.125 residents have received the vaccine with 69,581 fully vaccinated;  over 589 cases at CU;; 18 active cases in Boulder School District and 24 active cases in the St. Vrain Valley District;   Out of Colorado’s 5.7 million people 2,755,782  people have been tested.  Gov. Polis now has allowed more leniency for restaurants starting this Wednesday, with more allowed in a group.regulations, LYONS High\Middle school has no new cases this week.   Masks are still required.
 
 VACCINE notifications program begins with sign ups to be notified when they are able to receive the vaccine  (bit.ly/3nu2ybi); The vaccine will provide county residents over 16 years old or older as well as teachers, grocery store employees and other frontline workers, The county has been receiving more doses each week.

SPRING SPORTS – Basketball season is over with Volleyball, Track and Field is now scheduled.  
 
VOLLEYBALL –  Coach is Sarah Steele.  Last season, the Lyons went 9-13 and they’ll be looking for return to the winning side of things where they were for several years prior to 2019.  Senior Avery Joy led the club with 132 kills; 230 assists and 35 aces last season,  Kayla Valentine led Lyons with 24 total blocks. Lyons lost their first three games of the season to Day Spring School last week. No fans are allowed.  Good Luck Girls!
 
WRESTLING    Lyons wrestling program resulted in Senior Oran Huff winning State Champion in the 126 lb. wrestling match; winning his Second State Championship  David Gardner placed 3rd in his meet and Christian Keller 7th.  Our congratulations. Lions coach is Brandon Lohr The 2A state tournament was in Pueblo  Our congratulations!
 
HIGH SCHOOL GRADUATION IS SCHEDULED  Saturday May 29th, at 10:00am at the John Johnson Field..
 
LIONS BOOSTER CLUB BINGO is held every Sunday 1-3 pm, at Bingo Alley in Longmont.  Volunteers are needed, also players. SCHOOL REGULATIONS.  Safety rules apply to all 13 of the SVVSD schools; All safety issues and improvements at the schools are being made: For in-person, when allowed: they have  Increased the air flow; added custodial sanitizing, wear masks, schedule breaks; hand sanitizing, social distancing, fewer students will be in a room and  in lunchroom-1\2 marked on each side, classrooms-desks 6′ apart; stairways-marked right side  both up and down; lunch lines-stay on right side.

Construction on Lyons School auditorium is progressing, included in the 2016 bond Issue. Good News!! (Although it cuts the parking..it will be worth it!)

TOWN NEWS: An executive meeting was held last night to discuss the lawsuit between the Town of Lyons and Honeywell for discrepancies in upgrading their wastewater plant, They were contracted for $5.86 million in 2010; and paid more with the flood damage, but the plant was costing the town more energy usage than it did before the upgrades. due to a higher level of oxygen demand from breaking down organic matter in water. Lyons is seeking damages for the plant’s construction, operating and financing costs along with other damaged determined at the trial. The town is seeking a jury trial, and estimate the cost around $100,000..

What to do about the Apple Valley plots that now belong to the County-Does Lyons want them? 4. Lyons-Hall Ranch Connection with improvements on the Highway 5. Park Operations; 6-Park Projects; Community Events; Noxious week Plan- three plots will be sprayed (where the soil is hard and weeds plentiful);
Reports were given on: a.The completion of Bohn Park Phase 2 will be ready for ballgames b. Lyons Valley River Park plant replacement in the spring, a fence and wetland work is needed with railing and stream bank stabilization.; c. The 2nd Avenue Bridge is progressing and should be completed in May, (2nd Avenue is closed until May; with the use of the trail along the river available. d. The 4th Avenue Pedestrian Bridge Design is upcoming (The bridge will be paid for thru FEMA and Safe Schools grant with work on the design).
 
The Town has agreed to two grants for the St. Vrain Trail east of town. The town leases the land at the back to: of Blue Mountain Stone, Spirit Hounds, and Clark’s Hardware the trail has to go thru, as well as over 3 or 4 ditches-they have to come to an agreement with the Ditch companies as well as the Northern Colorado Water District.
 
Two grants for this Trail are pending and will be an advantage to all..the businesses on the Eastern corridor; bikers, and hikers to get off the highway and to safety; and will meet with St. Vrain Greenway Trail coming west from Longmont.; The town will pay the matching funds of 12% and 13% if all agreements can be made.
 
Pending projects: The area South of the St. Vrain River; .A trail connection along the South Ledge Ditch and up to the “L”, Secondary Sports Court; Night Sky Compliance; Pedestrian Connectivity, Budget & long-term maintenance review, Water Rescue Stations (in 2021 budget to be along the river in case of emergency); PRC volunteering-to clean up after Holidays, summer and during summer. The next meeting April 12th at 6:00pm

TOWN BOARD MEETINGS – April 5, 2021 
ANDREA MARSHALL AND LAVERN JOHNSON appeared before the Audience of the Lyons Town Board to protest the Safety of Safe Meters, that the town is installing to the over 600 residential homes. and that people that want to opt out are required to pay $30.00 for the town to read their meter. Both related the danger of the radio waves of the lines transmitting to the Meters, especially if the meters are within 15 feet of a bedroom or where children play. They contend there was not enough discussion and people do not realize the danger of this voltage. Although there was no comment from the Board, it is expected that Mayor Nick will review the situation and call a discussion, if only assuring the town residents that the pulsation will be only 1 second per day, and not 1 second every hour, which would make a big difference. as well as reduce the amount charged for reading the regular town meter if they want to keep it.
EDITOR’S NOTE: This matter was clarified in the article in the LYONS RECORDER April 1, 2021. The new modern smart meters do not have radio wave transmission health problems, and they run one second a day.

Also, the discussion between the Town of Lyons, who owns the land to the south edge of Western Stone and owner Paul Frysig, who was charged $20,000 for Breach of Contract.

 The  LYONS TOWN BOARD was on Zoom Monday, April 5th, with the following:
1.  The Lyons Den  hearing was continued until after the State liquor license hearing concludes.
 2  Business Fees.  A business license is required from all salesmen who bring wares into town and sold by various businesses, along with the business required to have a business license to be open.
3.  Summit development has delivered a 100 page to the board and all agencies for review, and plan to start on the 47 units by the first of July.
4.  Spraying Weeds will be controlled..a joint meeting between the ecoology board and the Parks & Rec Commission will be held to settle on the safety of weed spraying for toxic weeds that are too hard and plentiful to pull. Volunteers of all ages will be needed  to pull weeds around Lyons streets are needed..contact Dave Cosgrove this spring. 823 8250
5. Progress is being made on the addition to Aspen Lodge for a Bar and Restaurant /and/ by Eric Kean-for Main Street Brewing Company, who will have brewing, packaging, and sales, in the Old Fork building.
6. Consideration of allowing lockers by Amazon Co. in town  so packages will be safe until picked up by folks who live out-of-town
7.  Laura Levy was appointed to the Economic Vitality Commission and Colby Birchfield to Utilities & Engineering Board; 
8.  Lauren Click gave a report on the LAHC (Lyons Arts and Humanities Commission) stating they had two new murals and are looking for a place to install, as well as a Mural by Mary Magdaline on the Arapahoe Indians in this area;   They are starting a Legacy\Poetry Contest; 
 9.. Good progress is being made on the Second Avenue bridge. Work is progressing along with Rocksol Consulting Group for  Construction and  Interwest Consulting Group for Consulting Services for Professional Civil Engineering;  Should open in May.
10. The town has joined the State for winter tourism, and accepted the a Go-Co grant $282,903 for the 2nd avenue parking, restrooms, work in Bohn Park, and more camping in the LaVern Johnson Park;  
11.  Longmont is putting cell towers all along Hwy 36 to Estes Park; there have been some protests.  
12.  Lyons drinking water seems to have a lot of copper in it..Investigations are ongoing.  
13. New construction is being planned east of Lyons-a 2nd story building for Spirit Hounds and Brewery, a building for Marihuana. 
14. Discounted Dog Licenses are available during April..Every dog has to be licensed and have a rabies shot. 
15:  Congratulations to Dave Cosgrove who is celebrating his 20th year of working for the Town of Lyons, first as Recreation director and now head of Public works..Our Congratulations.  
16.  A four-way stop is being installed at McConnell Drive..
17.  Spring clean-up is planned in May; branches are to be cut up; 
18.  No interest loans thru the town are available for businesses.  
19.  An agreement has been made for maintenance by the Town of Lyons and Lyons Ditch Co., to clean up and make repairs. Lyons Ditch comes out at the swimming hole in LaVern’s Park, runs past town hall; down Evans Alley turns on 3rd Avenue and down the front of Evans St., past the former bank building to the river. Each lot along the way has a share of water from the Lyons Ditch Col, the town has 3 shares.  
 
 PENDING:  Negotiations by the Town and Ditch Companies for the trail down Hwy 36. The Town agreed to accept the grants available for the matching funds of 12% and 13% on the grants available  for the St. Vrain Corridor Regional Trail, going east of McConnell Drive, on past the eastern corridor and meet the Longmont’s Greenway Trail. on Highway 36, which the board passed to accept.  Mayor Angelo challenged the staff to find more funds instead of using the funds now budgeted for in-town road work.
 
     UPCOMING PENDING PROJECTS: Redoing the NE corner of 4th and Main includes more businesses on the first floor and adding 7 rental units on the 2nd floor.  Check trail by Cemetery, Honeywell Legal action, Historic Preservation Committee to meet with Planning Commission
 
PLANET BLUEGRASS:.
Zack Tucker represented Planet  Bluegrass and finally agreed that they will try to settle the following issues:  The Town Committee stated that Planet and the Town had their first Agreement in 1999; a lot of it has never been carried out. The issues listed to be solved are:
1.  Academy & Songschool camping – PB did not pay lodging tax on 2019 camping at Rockygrass Academy or Folks Fest Songschool and objects to paying lodging tax in the future for those events.  
 
2.  Festival camping — Tax is due per campsite.  PB charges per person.  Campsite definition leaves room for disagreement on how to calculate.  No agreement reached to date though this has been under discussion since Jan. 2018.    
 
3.  Gross sales/Sales Tax reporting – PB reports to the Town only 1 of 3 types of sales tax they collect. There is disagreement about what the Town contract with PB requires to be reported.  
 
4.  Other agreement provisions – Some parts of the contracts (signed in 1999) have been followed, others have not.  (Such as notice of Minor Events, production plans for Minor Events, tax reporting for Minor Events, 30-day minimum between Major Events (festivals)).  Both Town and PB acknowledge updating is needed.

OBITUARY;  We are saddened to learn of the death of Don Mercer’s daughter, Audra Kay Veik. A Lyons graduate of 1984,  Age 54, who passed away at her home on Saturday, March 27, 2021,  The family will be planning a memorial at a later date.  Audra was born Sept 1, 1966 in Longmont to Don and Margaret Mercer.  She grew up in Lyons and was active in the local FFA and 4H Clubs, as well as the Simmental Association.  She had a passion for animals.  She attended the Northeast Jr College in Sterling, where she met Daniel Viek in her 1st semester at school. They married Dec. 1984,  She had two children, Lacey and Justin, and worked at the criminal and justice systems, and became an officer for the Colorado Department of Corrections for 20 years; She loved the Broncos, good music, spending time doing special things for her grandbabies, and good mystery stories.  She was preceded in death by her mother, Margaret J. (Vantine) Mercer.  She is survived by her husband, Dan Veik, of Crook; her father, Don Mercer of Lyons; her children, Lacey and husband Craig of Lebanon, Mo, and son, Justin Veik and wife, of Sterling, and five grandchildren.  Memoral donations may be made to the canine training program at Sterling Correctional Facility,..

LaVern Johnson has been writing Lyons Recorder's "About Town" social news column every week since October, 1983. LaVern became the president of the Lyons Historical Society two years after the group started in 1975, and became the Director of the Lyons Redstone Museum. She and her husband founded Red Rocks Ramblers Square Dance, Lyons, in 1958 to 2019. She has been on many Town of Lyons committees and boards and on campaigns to save things important to a quality life in Lyons. Her family were early farmer pioneers in Lyons; her parents moving here in 1928.
