Another week gone.  This week was a snowy one, with about 15.5 inches, and heavy..Be sure you take care shoveling.  Leave the water run if it gets cold again. 

ICE RINK: Due to the warm weather and the sun melting the ice at the skate rink, the rink had to close for the season. Too bad..The rink was popular..thanks those who made it possible.

THIS SPRING BRINGS: Skateboarding at the new skatepark, Mountain biking at the dirt bike park and on local trails, and ongoing fitness classes at Lavern Johnson Park, are part of the action this spring. Summer camp is available; Seniors have Wednesday walk. Go to: Lyons Recreation Department. 
 

WORK FOR LYONS STUDENTS- Ages 14-17 are invited to work for Boulder County Youth Corps this summer, starting, June 14th with $12.32 an hour.  The students will make trails, do maintenance, pull weeds, fencing,  etc. There are also jobs for Team Leaders, and Assistants. go to boco.org.Boulder

RECREATION TEACHERS NEEDED:  If you have an idea and skills to teach an outdoor class, contact Lisa Ramsey at lramsey@townoflyons.com for more information.  Teachers are needed.

2021 RESIDENT PARKING PASS.  The parking passes are available to residents of Lyons (Utility billing customers only); one free resident parking pass per household; a second pass may be obtained for $40, and three or more $55.00 each.  Golf cards are considered vehicles and the one free parking pass may be used for a golf cart.

Lyons residents may purchase a season parking pass for $80.00 per vehicle. The parking fee for 2021 is $1 per house on weekdays and off season weekends, and $3 per hour on peak season weekends.  Parking fees can be paid at the kiosks located throughout the park with a receipt to placed on the windshield. Parking fees are enforced.  Signup for a 2021 resident parking pass. or at www.townoflyons.com/parkingpass.

ITS THE LAW:  Keep sidewalks accessible for everyone.  Snow and ice make traversing sidewalks difficult and dangerous.  This is the law.  Residents must remove snow or ice 24 hours after the last accumulation.  If sidewalks remains hazardous the town may mitigate and charges will be sent to the property owners.

NEED ASSISTANCE:  Lyons volunteers may assist those who need help shoveling their sidewalks.  at www.lyonsvolunteers.org

CALL 303 441 4444 -The Sheriff’s Dept, if you notice anything amiss around your home or cars..A few hints can find them..such as a receipt, etc. as “Someone” is still breaking into cars, as well as stealing them & motorcycles.  LOCK YOUR CARS, GARAGES, HOUSES, ETC.:  Do not get careless..many thieves make their living that way! Happy 98th Birthday to FRANCIKA who now lives in West Virginia with her granddaughter, Amy Cutts and family.. She is the grandmother of Karen Gregg, Lyons Band instructor. Here, Franciska has related her life in Germany when a child, a teenager, meeting Georg Stein, her life thru the Nazis realm. Berlin after the war when the Americans, Germans, and Russians each had a part of Germany. going to Colombia to live, and coming to America operating the Black Bear Inn in Lyons from 1988-1999. They sold the Black Bear Inn to Hans & Analais Wyppler from Austria; operated a restaurant in Longmont; then back to Germany, celebrated their 50th wedding anniversary; Georg just passing away, and a few pages left. Some of the Christmas decorations are still up. Yes, we need something cheerful to brighten our Day! Thanks to the Town, Lyons Volunteers, and all others who helped decorate the town so beautifully this year.
 
CONTEST:  Join Can’d Aid and Ball Corporation’s CAN CANpaign with your artwork to be featured on Can’d Aid’ emergency water cans.  Artists of all ages and skill levels are invite to apply.  The winning art work will be featured on the 12 oz aluminum cans  filled with clean drinking water, to be shipped to communities in need in response to natural and human-made disasters. Free COVID TESTING will continue to be offered on Fridays from 1:30-3:00 at Latter Day Saints Church, 2nd Avenue, Lyons, Co, Holidays.  Many Lyons folks are getting tested, around 175 each Friday. Hundreds of people throughout the State are  being tested, to be sure they don’t give it to their family.  (This gives assurance if you have the Virus infection you can be more careful with those near you;  A lot of people have the  infection and don’t know it, thus it spreads.. “Staying in” seems to be the answer.)
 
VACCINE: The town was able to give 42 shots last Friday at the Senior Center; You had to be registered. Get your name in, they may come again! Lyons folks have had to go to Ft. Collins, Westminister, Estes Park, etc for their shots..it is nice when they are in Lyons-saves time and money!
 
VACCINE:  Many folks are receiving shots of vaccine daily even driving to Fort Collins and Denver; 42,000 Senior have had their first shot; with responders, hospitals;  those from 65-69 next.. You have to call in and get in line, some have had both shots.  Call BouldercountyCOVID19, to make reservations.
 
TOWN DOINGS:
DOG DISCOUNTS DURING APRIL:    lst Dog License -$30.00; $20.00 with discount;  2nd Dog and additional dogs each $20.00-$10.00 with discount.   (You must show proof of your dog’ current rabies vaccination ) (Unless you are in the Dog park, you must Leash your Dog)

TOWN ANNUAL REPORT:   Look on the town web or pickup one of the 10 copies of the Annual Report, telling the accomplishments of the Town in the Year 2020.  Interesting. 
 
The Town provides a place for Recycling and Compost Collection Garden in a Box– Includes 14-30 starter plants for each garden. Prices range from $111 to $l6l depending on the number of plants and square feet. The gardens go on sale March 1 and will be available at mid-May.

The River Church is serving Monday night suppers in boxes from 5 to 5:30 p.m. in front of the Senior Center, for those who need it. (This will probably end at the end of March).

COVID-19 NEWS

VACCINE notifications program begins with sign ups to be notified when they are able to receive the vaccine  (bit.ly/3nu2ybi); The vaccine will provide 300,000 county residents over 70 years old or older as well as teachers, grocery store employees and other frontline workers.
 
COVID REPORT:===========
COVID-Today-March 16, with 5 new cases today-Tuesday but 50 yesterday, no deaths; four new hospitalizations; a total of 19,680 cases in the county and 626 currently hospitalized  The number of deaths remains at 246; the county’s seven day hospitalizations brings. Boulder County reports that 29,722 residents have received the vaccine with 40,251 fully vaccinated. A total of 58,032 doses have been given in Boulder County. 5 new cases have been reported in Boulder School district with 28 active cases in the St. Vrain Valley District.  68 cases have been reported in Lyons; cases in Colorado, over 18,538 cases in Boulder County;  over 862 cases at CU;  Out of Colorado’s 5.7 million people 2,581,262 people have been tested.  Gov. Polis now has allowed more leniency if restaurants follow regulations. have some in-door dining with masks and social distancing; The rate of infection 6892% over per 100,000 in Boulder; over 6961%  per 100,000 in Longmont;  over 4219% in Louisville  with over 5190% in Lafayette;  2943% rate per 100,000 in Superior; in Lyons the rate is over 3321%; in Erie, the rate is over 4143%; in Nederland, the rate is 1623;  in unincorporated Boulder County is 3918%  Statewide there are 444,390 cases with 6115 deaths, with 24,233  hospitalized. Out of Colorado’s 5.7 million population, 2,581,721 people have been tested. with 24,233  cases. LYONS High\Middle school has no new cases this week.   Masks are still required. WRESTLING:    Lyons wrestling program resulted in Senior Oran Huff winning State Champion in the 126 lb. wrestling match; winning his Second State Championship  David Gardner placed 3rd in his meet and Christian Keller 7th.  Our congratulations. HIGH SCHOOL GRADUATION IS SCHEDULED  Saturday May 29th, at 10:00am at the John Johnson Field..
 
The Sunday Longmont BINGO for the high school Booster Club restarted this week. See School News for more information and links. They need a lot of volunteers.  It raises funds to support a variety of extra curricular and academic activities.
 
NOTE:  The Lyons Elementary School’s PTO Election will be held on April 20th.  Chastidee Buokovatz is the retiring President..they planted 1600 Jonquil bulbs last spring, which should be springing up and blooming soon!

SCHOOL REGULATIONS.  Safety rules apply to all 13 of the SVVSD schools; All safety issues and improvements at the schools are being made: For in-person, when allowed: they have  Increased the air flow; added custodial sanitizing, wear masks, schedule breaks; hand sanitizing, social distancing, fewer students will be in a room and  in lunchroom-1\2 marked on each side, classrooms-desks 6′ apart; stairways-marked right side  both up and down; lunch lines-stay on right side.

Construction on Lyons School auditorium is progressing, included in the 2016 bond Issue. Good News!! (Although it cuts the parking..it will be worth it!)

THE TOWN OF LYONS IS suing Honeywell for discrepancies in upgrading their wastewater plant, They were contracted for $5.86 million in 2010; and paid more with the flood damage, but the plant was costing the town more energy usage than it did before the upgrades. due to a higher level of oxygen demand from breaking down organic matter in water. Lyons is seeking damages for the plant’s construction, operating and financing costs along with other damaged determined at the trial. The town is seeking a jury trial.

==========REPORTS========

LYONS PARKS & RECREATION COMMISSION meeting – Monday, March 9th at 6pm
last Monday,  Topics were: Open Space Trail Requests; 2. How to use the Martin property without great impact to County Road 69E; 3. What to do about the Apple Valley plots that now belong to the County-Does Lyons want them? 4. Lyons-Hall Ranch Connection with improvements on the Highway 5. Park Operations; 6-Park Projects; Community Events; Noxious week Plan- three plots will be sprayed (where the soil is hard and weeds plentiful);
 
Reports were given on: a. The completion of Bohn Park Phase 2 will be ready for ballgames b. Lyons Valley River Park plant replacement in the spring, a fence and wetland work is needed with railing and stream bank stabilization.; c. The 2nd Avenue Bridge is progressing with the bed being installed. 2nd Avenue is closed until May; with the use of the trail along the river available. The 4th Avenue Pedestrian Bridge Design is upcoming (The bridge will be paid for thru FEMA and Safe Schools grant with work on the design) 
 
The Town has applied for a grant for the St. Vrain Trail east of town. The town leases the land at the back to: of Blue Mountain Stone, 2. Spirit Hounds, and 3. Clark’s Hardware the trail has to go thru, as well as over 3 or 4 ditches-they have to come to an agreement with the Ditch companies as well as the Northern Colorado  Water District.
**Two grants for this Trail are pending and will be an advantage to all..the businesses on the Eastern corridor; bikers, and hikers to get off the highway and to safety; and will meet with St. Vrain Greenway Trail coming west from Longmont.; They discussed a grant head at Hwy 36, & Foothills Highway, if they can get permission for the trail to Boulder.
 
Pending projects: The area South of the St. Vrain River; A trail connection along the South Ledge Ditch and up to the “L”, Secondary Sports Court; Night Sky Compliance; Pedestrian Connectivity, Budget & long-term maintenance review, Water Rescue Stations (in 2021 budget to be along the river in case of emergency); PRC volunteering-to clean up after Holidays, summer and during summer. The next meeting April 12th at 6:00pm

 The  LYONS TOWN BOARD was on Zoom last Monday, March 15th
with the following:
1.  The Lyons Den  hearing was continued until after the State liquor license hearing concludes.
2.  Water rights dedication —  In 2019, it appeared the Town didn’t have enough water shares to cover remaining lots, so an ordinance was passed to require shares for any new connection.  After records with Longmont were corrected, now it appears the Town has enough shares for remaining “old Town” lots.  The ordinance was repealed.  Shares will still be required for newly-annexed property, subdivided property, and areas where existing contracts require shares to be put up.
3.  Business license fees were cut to $25 from $50 for 2021 to help local businesses deal with ongoing Covid issues.  A business license is required from all salesmen who bring wares into town and sold to various businesses, along with the business needing a business license to be open.
4.  Summit development agreement was approved in January and will begin soon.
5.  Spraying Weeds will be controlled..there will be no spray on parks or playgrounds, but some spray along the streets where the weeds are in hard soil; with announcement when spraying; Volunteers of all ages will be needed to pull weeds around Lyons streets are needed..contact Dave Cosgrove this spring. 303 823 8250
6.   Liquor Licenses were passed for the A-Lodge with outside seating east of the Aspen Lodge, open to the public, and a License to Eric Kean-for Main Street Brewing Company, who will have brewing, packaging, and sales, in the Old Fork building.
7.   Consideration of allowing lockers by Amazon in town  so packages would be safe until picked up by folks who live out-of-town
8;    There was no report on any discussion held with  Planet Bluegrass.  They were instructed to meet with the town’s subcommittee and come up with solutions for the Planet’s renewal-such as a license; if by the campers, the fees charted for parking in Lyons parks, as well as Planet’s property; the Sales tax due the town on various items sold by Planet as well as the vendors, etc.  The two entities were told to meet and settle the points of discussion. 
9.  A resolution was passed  expressing support for improved Hike and Bike Features 
10. It was reported that the planks are being put on the floor of the bridge. Work is progressing along with Rocksol Consulting Group for  Construction and  Interwest Consulting Group for Consulting Services for Professional Civil Engineering;  
11. The town has joined the State for winter tourism, and has been contacted about their Go-Co grant for the 2nd avenue parking, restrooms, work in Bohn Park, and more camping in the LaVern Johnson Park;   
12  A long, and worthy conversation was held on accepting grants for the St. Vrain Corridor Regional Trail, going east of McConnell Drive, on past the eastern corridor and meet the Longmont’s Greenway Trail on Highway 36, which the board passed to accept.   Matching funds of 12% and 13% are required.  Mayor Angelo challenged the staff to find more funds instead of using the funds now budgeted for in-town road work.
13. – Mayor Nick Angelo, appointed student Charlie Gau on the Cemex committee/Sustainable Futures Commission.  
     UPCOMING PENDING PROJECTS: Redoing the NE corner of 4th and Main includes more businesses on the first floor and adding 7 rental units on the 2nd floor.  Check fire hydrants as to water pressure; the water problems at Ed Bruder’s home; kids Hike & Bike Trail; Dr Cog funding, Student on Town Board, form a Cemex committee, check trail by Cemetery, Honeywell Legal action, Historic Preservation Committee to meet with Planning Commission.
 
    Work on SOUTH ST. VRAIN ROAD #7 will begin in April, and will be open early morning and late evening, with emergencies allowed. Road repairs and stream restoration will be along a 14 -mile stretch of State Highway 7 between the Town of Lyons and State Highway 72.  The hearing gave proposed uses that may have great impacts on services, neighborhoods, or the environment than those allowed by right under the Boulder County Land Use Code.  Call 303 441 3930 for more information.  or email your inquiries or complaints to planner@bouldercounty.org. MUSEUM NEWS+THE LYONS REDSTONE MUSEUM 
Thanks to those who have donated to the Museum, used to pay the year’s utilities, etc.  THE LYONS MUSEUM is sending out their yearly brochures held up by the COVID-as a  Season’s  greeting and update of the Lyons Redstone Museum.  Thanks to Baiba Lennard for the brochure-telling about the Museum, their projects, needing money due to the COVID and No Sales, etc..  The Museum  is still open virtually (if you are here from afar and need to make research call 303 823 5925 and we will make arrangements to let you in.  Someone will be there  on most Wednesdays (call 303 823 5271) The staff will be  working on  scrapbooks, scanning, and Past Perfect, long-needed-to-do jobs; awaiting until people will feel safe. FAREWELL:  Pete and Cindy Moffitt have moved to Crofton, Maryland, to join their daughter, Amy,and granddaughter,Leissa.  Pete, the son of Daisy & James Moffitt, who moved to Lyons in 1970 and had a Nursing home on Evans Street (now apartments), and married in the 1980’s.  We will miss them..   
 
DEATH: Don Schneidigger=Retha May (Sisk) Morris of Colorado Springs sent word of the death of Don Schneidegger, former Lyons Resident, in Missouri.  All went to school in Lyons in the 1960’s; Rethal and Veniece Sisk are the daughters of Wayne Sisk who lived up the North St. Vrain.  WITH SYMPATHY to the family 
 
We express our sympathy to Kenyan Waugh, whose father David Gordon Waugh, (1942-2012), passed away January 28,2021 in Chestertown, Maryland.  He graduated from Rider University and received an Alyumns Award for his distinguished and exceptional volunteer service for the school.  He continued his devotion to volunteer work throughout his life, including the Rock Hall Museum.  He worked for Verizon for 32 years; He and his wife, Sandy, moved to the Eastern Shore for his love for sailing.  He is survived by his wife, Sandra, their children: Karen, Kimberly and Kenyon (of Lyons, Colo). and well as several grandchildren.  They visited Kenyan & family in Lyons many times and supported the Lyons Redstone Museum.  Donations can be sent to the United Methodist Church off Rock Hall Youth Ministry, at P O Box 626 Rock Hall, Md. 21551.  We extend our sympathy.

LaVern Johnson has been writing Lyons Recorder's "About Town" social news column every week since October, 1983. LaVern became the president of the Lyons Historical Society two years after the group started in 1975, and became the Director of the Lyons Redstone Museum. She and her husband founded Red Rocks Ramblers Square Dance, Lyons, in 1958 to 2019. She has been on many Town of Lyons committees and boards and on campaigns to save things important to a quality life in Lyons. Her family were early farmer pioneers in Lyons; her parents moving here in 1928.
