Board of Trustees, Town of Lyons

The TOWN OF LYONS = Next meeting is January 19 on Zoom at 7:00p.m. TUESDAY due to Monday being a Holiday

TOWN OF LYONS BOARD met on Monday, January 4, 2021, 7 p.m. on Zoom 
 
 The Lyons Town Board met on Zoom Monday evening;
There will be No Action on The Den until after their State hearing in February.   Thanks to the Town of Lyons for the Cares grants amounting to $197,000.  Checks were presented  last week to 20 businesses, and 2 non-profits this week, ranging from $989.00 to $10,000. A great help!        Discussion was held on:  PUD-MU zoning district and PUD MU Overlay District; Sanitary Sewer Repairs at 5th Avenue and Meily Street  done by  Roberts Excavation Corporation; An inter-governmental agreement for alternative transportations services between the Town of Lyons and Boulder County;  Work is continuing on the 2nd Avenue bridge with negotiations on the right-of-way proceeding;  Discussed the termination of  utility services, overlay districts, vehicle impoundment, parking and abandoned vehicle and property enforcement. Public hearings-Jan. 19th) Approved:  Development of a subterranean Pump Station between Lyons and Longmont; Accepted the Davey Tree Co. on the 2nd Avenue Bridge Project; the Improvements of the Lyons Roadway Project; the public improvements of the Lyons Valley River Park Project, and  the St. Vrain Creek Recover and accepted public improvements of the St. Vrain Recovery Project;         Discussed if Lake McIntosh Water can be used for the proposed Main Street (400-402 Main Street); The development would entail more businesses on the 1st floor and housing on the second and maybe the third floors. (including the Art Gallery building down to the insurance office; and Dance building) (Have to meet with the City of Longmont);   Discussed funds designated for Lyons Streets for matching funds to get grants for the 36\66 Corridor Trail; and discussed rule for Virtual meetings. 
UPCOMING:  Check fire hydrants as to water pressure; the water problems at Ed Bruder’s home; kids Hike & Bike Trail; Dr Cog funding, Student on Board, form a Cemex & committee on Planet Bluegrass contract; check trail by Cemetery, Honeywell Legal action, Historic Preservation Committee to meet with Planning Commission.

Parks & Recreation Commission Meetings

REPORT:   LYONS PARKS & RECREATION COMMISSION meeting – January 11, 2021
LYONS PARKS & RECREATION COMMISSION met on Monday, January 11th, with discussion on: 1. The completion of Bohn Park Phase 2 which will be ready for ballgames etc this spring. 2. The Lyons Valley River Park needs plant replacement in the spring, a fence and wetland work is needed with railing and stream bank stabilization.; 3. The 2nd Avenue Bridge is being replaced and going well with 2nd Avenue closed until May; stay out of the construction area. 4. People are urged to use the trail along the river 5. The 4th Avenue Pedestrian Bridge is paid for thru FEMA and Safe Schools grant with work on the design. Public hearings will be held. 6.The cost of chiller is being checked into for the Ice Rink (now the rink needs freezing weather), (Ice skating and hockey is really popular). Discussion was also held on whether to try to get the St. Vrain Trail thru east of town and use the money the town has designated for street improvement for matching funds. Grants may be available. The town leases the land at the back to: 1. Blue Mountain Stone  2. Spring, and 3. Clark’s Hardware; the trail has to go thru, as well as over 3 or 4 ditches-they have to get approval from the Ditch companies as well as Northern Colorado.
Pending projects: The area South of the St. Vrain River; A trail connection along the South Ledge Ditch and up to the “L”, Secondary Sports Court; Night Sky Compliance; Pedestrian Connectivity, Budget & long-term maintenance review, Water Rescue Stations (in 2021 budget to be along the river in case of emergency); PRC volunteering-to clean up after Holidays, summer and during summer. The next meeting Feb 8- 6pm.

2021 Budget Adopted

The Board of Trustees adopted the 2021 fiscal year budget  upon the second reading at the November 16, 2020 BOT meeting. The Board approved the 2021 Town of Lyons Annual Budget after two public meetings and multiple review sessions. 

The Lyons Recorder is looking for a citizen or reporter who would like to attend board meetings, or view the meetings on tape afterwards, and/or read the Minutes and write a bi-monthly column on what is taking place. == This can be specific note taking. Or, it can be just covering the biggest topics of the night. It can be brief lists. Or, it can contain quotes from trustees or audience members. There are a lot of options.  ==This is an exciting opportunity to become more familiar with your Town’s governing, as well as improve your writing skills. == Contact our Editor at: LyonsRecorder.editor@gmail.com 

A town meeting is a form of direct democracy in which most or all of the members of a community come together to legislate policy and budgets for local government.

LaVern Johnson

LaVern Johnson has been writing Lyons Recorder's "About Town" social news column every week since October, 1983. LaVern became the president of the Lyons Historical Society two years after the group started in 1975, and became the Director of the Lyons Redstone Museum. She and her husband founded Red Rocks Ramblers Square Dance, Lyons, in 1958 to 2019. She has been on many Town of Lyons committees and boards and on campaigns to save things important to a quality life in Lyons. Her family were early farmer pioneers in Lyons; her parents moving here in 1928.
