Topics at the November 2, 2020 Board meeting:
The projects are: 2nd Avenue bridge replacement (waiting for word from FEMA if it will be a replacement or repair); completion of Bohn Park, Stormwater and paving on 4th Avenue, between Main and Broadway, High Street Stormwater Drainage, St.Vrain Creek Streambank; RV Parking on town’s buy-out lots; and grease trap requirements.
The topics: to hire a SFC Director which would use funds needed for other uses; Appointed Anne Obenchain to Citizens Budget Committee and Mayor Pro Tem Browning as the BOT Liaison to the Citizens Budget Committee; Flood Recovery-updated by Tracie Saunders on the Flood Recovery projects and the FEMA and matching funds; Mill Levy on Lyons property tax is 117.28; extended the LLC for Lot 1, Railroad Subdivision at Lyons Ute Highway to 17 days; passed the Ordinance concerning Alternating\Extension of Nonconforming building and structures; Hired Kumar and Associates, Inc for the Lyons High St Stormwater project-materials testing project; Ratified the Construction Agreement with Walsh Construction for Bohn Park Phase II; Ratified the agreement with CGRS Inc, for the Lift Station Collar Assembly and waterproofing for the Eastern Corridor Utilities Project; Discussion of the 2012 Budget with 117 mills; and deducted $50,000 from town salaries, to be deducted throughout.

TOWN OF LYONS BOARD met on Monday November 2, on Zoom at 7:00p.m. Due to COVID the town has cancelled the Christmas Bazaar. The Christmas Parade, and fireworks (which is still doubtful) is scheduled for Saturday, December 5th, is still under scrutiny, with social distancing. (and fire danager) Virus infections have been spiking from 200 a day now down to 47-today on Tuesday, November 3rd.

REPORT: Parks and Recreation Board request at LYONS TOWN BOARD MEETING: November 5:
At the last LYONS TOWN BOARD held November 5, regular meeting Monday evening, with LaVern Johnson of the Lyons Parks and Recreation Commission asked the board to forward the name of Kurt Carlson to the new skate park (being it was actually built first in 1982 when Kurt Carlson was Parks and Recreation Director (1993-2000) and named the Dirt Bake Track in honor of Dave Cosgrove, who has been Parks & Rec director the past 13 years. She thanked Kurt and Dave for all the years they work at Lyons Parks and said they are compiling a list of what has happened in the parks with Kurt and Dave for a History record.

MEETING: The Lyons Town Board held a SPECIAL MEETING on Tuesday, Nov. 24th. Zoom, to approve the Professional Services Agreement with Western States Land Services, LLC for a right-of-way Consultant for FEMA Funded Project of 2nd Avenue Bridge Replacement..Traffic will be rerouted over McConnell for the next six months, while being constructed.

REPORT: LYONS TOWN BOARD MEETING: November 16, 2020.
The Good News is that the 4th Street footbridge has been fully funded by CDBG and the Safe To Schools Grant; Design will begin soon. The 2nd Avenue bridge replacement has started with the traffic rerouted over McConnell Drive, which will be a 6 months project; Progress is being made on the Stormwater drainage and paving on 4th Avenue, between Main and Broadway and High Street Discussion was held RV Parking on town’s buy-out lots; and grease trap requirements. Pro Tem Browning was appointed as the BOT Liaison to the Citizens Budget Committee; Approved the 2021 budget with Mill Levy on Lyons property tax is 117.28; signed the ordnance for the LLC to extend the Lot 1, Railroad Subdivision at Lyons Ute Highway to 17 days; passed the Ordinance concerning Alternating\Extension of Nonconforming building and structures; Ratified the Construction Agreement with Walsh Construction for Bohn Park Phase II; Ratified the agreement with CGRS Inc, for the Lift Station Collar Assembly and waterproofing for the Eastern Corridor Utilities Project; Discussion of the 2012 Budget with 117 mills; and deducted $50,000 from town salaries, to be deducted throughout but added $125,000 for capital improvements.

2021 Budget Adopted
The Board of Trustees adopted the 2021 fiscal year budget upon the second reading at the November 16, 2020 BOT meeting. The Board approved the 2021 Town of Lyons Annual Budget after two public meetings and multiple review sessions.
The Lyons Recorder is looking for a citizen or reporter who would like to attend board meetings, or view the meetings on tape afterwards, and/or read the Minutes and write a bi-monthly column on what is taking place. == This can be specific note taking. Or, it can be just covering the biggest topics of the night. It can be brief lists. Or, it can contain quotes from trustees or audience members.
